Does Penfield only serve children
with special needs?
Penfield serves both special
needs and typically developing children within our child care
program. This enhanced Early Enrichment program helps all children
reach their full potential.
How do I enroll my child?
We encourage all parents to visit our center prior to enrolling
your child, so you can see the facility and meet the staff.
Please call (414)-344-7676 and ask for the specific program
in which you want to enroll your child. An appointment will
be made for you to come and visit.
Does Penfield provide transportation?
If your child is enrolled in the Birth to Three Program or
the Outpatient clinic, we can arrange free transportation.
If your child is enrolled in the child care program and also
receives therapy services, your child may qualify for free
transportation on the days the child receives therapy services.
Occasionally, there are extra seats available on our vans for
children enrolled in child care at a cost of $3.00 per ride
($6.00 per day). Please check with the child care director
to determine if child care seats are available.
Who pays for the services my child
receives at Penfield?
If your child is enrolled in child care, we accept
the following payment options:
- If you qualify for a child care subsidy, the majority of
the costs are covered by the county. You will be responsible
for a set co-pay amount.
- If you are caring for a child in foster care, child care
services are often paid for through the Bureau of Child Welfare.
- If you do not qualify for assistance, you will be responsible
for covering the cost of child care. Our fee schedule will
be discussed with you when you come to visit our center.
If your child is enrolled in Birth to Three services there
is a sliding fee scale. Each family must complete an ability
to pay form. Most parents do not pay anything for their Birth
to Three services. Others pay a nominal amount per month.
If your child receives therapy through the outpatient clinic,
fees for these services are generally covered by your child’s
health insurance.
Why is Penfield the right place for
my special needs child?
Penfield Children’s Center has been working with special needs
children for over 30 years. We have a professional staff which
includes: licensed special education teachers; speech pathologists;
physical and occupational therapists; nurses; certified nursing
assistants; social workers; and child care staff. We have the
only Special Care Nursery in Wisconsin for medically fragile
infants and toddlers.
Penfield Children’s Center is accredited by the National Association
for the Education of Young Children (NAEYC). We are a State
certified rehabilitation facility. Penfield has been recognized
as one of Wisconsin’s Centers for Excellence since 2000. We
encourage you to visit our facility and observe our quality
programs.
Why does Penfield raise money? Doesn’t the government pay for early intervention (Birth to Three) services?
Yes, the government pays a portion of the expenses for Birth to 3 services; but, reimbursements fall far short of the total cost. This shortfall is made up by charitable contributions to Penfield Children’s Center.
How is Penfield Children’s Center funded?
Penfield’s annual operating budget funds Birth to 3 early intervention services, an outpatient orthopedic clinic, Special Care Nursery, Behavior Clinic and an accredited child care program. Revenue comes from government contracts and grants (28%) and fees for service, primarily Medicaid and private insurance payments (40%). The remaining 32% of the operating budget is supported by charitable contributions: United Way’s allocation is 6% and donations made by generous individuals, corporations, foundations, civic and religious groups and the proceeds from special events benefiting Penfield total 26%.
